Generally, tourism sites (or areas) are endowed with natural or manmade physical attributes and resources that are conducive to recreation, leisure and other wholesome experiences and are intended for use of travelers and tourists.

These resources can be characterized at two levels:  the first level of tourist resources are the natural, cultural and historical characteristics indigenous to an area; the second level are the attractions, activities and facilities needed to draw, entertain and accommodate the tourists and travelers.

As its first level of tourist resources, Inopacan is endowed with natural wonders.  These areas are located in Brgys. Apid, Tinago, Caulisihan, Marao, Cabulisan, Hinabay and Tahud. Among the seven tourism sites, Brgy. Apid with Mahaba Island as its centerpiece is the most developed.  Two institutions the GTZ (German Government) and Visca were instrumental in developing the island as one of the premier tourist destinations in the province.  However, the islands are best known as Cuatro Islas being part of four islands namely: Apid, Mahaba, Digyo and Himokilan as it was proclaimed under NIPAS Act.
